JPCA Creative Accounting? Or Misappropriation of Government and Private Funding?



It is amazing what a senior citizen armed with a computer and a lot of extra time on his hands can find out. I have located some interesting tax information regarding the Juniper Park Civic Association and their finances. Unfortunately, I am not an accountant but from doing my tax returns myself for over 30 years I noticed a few items that were of particular concern. To be sure I am correct with my assertion that something is afoot, I have turned over the returns to a good friend of mine who works for a certain government agency as a forensic accountant. I am eagerly awaiting his findings and will share them with our readers.

But here are few things to notice:

In 2005, the JPCA spent $31,735.00 on “Community Baseball League Programs including Little League Team” (990, part III, section b)

In 2004, the JPCA spent $50,181.00 on “Community Baseball League Programs” (990EZ, page 2, Item 29a)

In 2003, the JPCA spent $36,758.00 on “Community Baseball League Programs” (990EZ, page 2, Item 29a)

I’m sure the baseball league is the Midville Dodgers, so Robert Holden is giving Bob Holden money. Very interesting indeed and a possible conflict of interest. I wonder what explanation can be given for the almost $20K spike in spending in 2004.

Then we have the expenditures for the Juniper Berry

In 2005, the JPCA spent $43,603.00 on “Advancement and improvement of Community for Residents of Maspeth and Middle Village, Programs include community meetings and quarterly publication, “the Juniper Berry” (990, page 2, section a)

In 2004, the JPCA spent $13,740.00 on “Advancement and improvement of Community for Residents of Maspeth and Middle Village, Programs include community meetings and publication (990EZ, page 2, section 28a)

In 2003, the JPCA spent $11,003.00 on “Advancement and improvement of Community for Residents of Maspeth and Middle Village, Programs include community meetings and publication (990EZ, page 2, section 28a)

One again Robert Holden is paying Bob Holden to publish the Juniper Berry. “Advancement and improvement of Community for Residents of Maspeth and Middle Village”? It should be labeled “Advancement for Bob Holden and his courtiers and the improvement of the political status of Mr. Holden and Tony Nunziato of Maspeth and Middle Village.” It also seems that printing propaganda is getting expensive. I guess the price of ink and paper has skyrocketed because there was almost a $30,000.00 cost increase to publish the berry between 2004 and 2005. In addition, conspicuously absent from the returns are the dollar amounts the Berry receives from local merchant advertising. Do you smell crap?

There were other serious problems with the returns but my friend started to lose me with all the technical accounting jargon so I will wait for his “official” findings to go into further detail. I promise you that there will me more information coming soon. You can click on the images to see the enlarged version of the pages.

Bob Holden makes Martha Stewart look like a penny stock trader. There is something definitely wrong here. How can a president of one organization donate tens of thousands of dollars to another organization of which he is president? Does Attorney General Andrew Cuomo read this blog?

What goes around comes around. Politicians have their books audited and must document all expenditures. Who looks into the financials off certain civic and baseball orginizations to make sure no one is cooking the books.Volunteers my foot, paid to play more like it . Do they report itto the IRS on their 1099s.

I really am finding this hard to believe … this so-called “non for profit” actually had “excess” of $16,850 in 2005?

What for??

And they have almost $52,000 in cash??

I guess this is the little nest egg for Bob and his little “play mate” Christina can run away with!

Very Interesting Patrick. Did you notice when you click on the returns there is a place for "Grants"?

Is that where Bob was supposed to list the government grants or are they being used elsewhere?

Something is wrong in Midville. This cries out for an investigation

Did Bob do any special political favors for his printer to get that cheap rate for the one year? Maybe his students did work for the printer so Bob could profit.

I know the relationship between his students and him is being reviewed by a higher authority.

I have to pay myself, Steve Fiedler, and Robert Doocey. We all have to make a living.

Of course, We do not claim in on our taxes because it is all volunteer work and you should know that payment for volunteer work is non-taxable. Just ask my CPA.

Oh I almost forgot, I also have to pay Tony "Tulips" Nunziato a few bucks to stop crying ....

Where is the line item denoting the expenditure that the JPCA is paying for Christina's legal fees? As a matter of fact, where are the figures for all the legal fees JPCA has incurred fighting their frivolous lawsuits?

Does this so called CPA (Chairperson of the Auditing Committee) not know that there are 6 people listed as “Board of Directors” on JPCA website?? And 18 people list on the “Executive Board”?

Well I guess if she is that careless about the filing of an official tax return, we can only guess at how careless she is with the auditing of the books.

I am no accountant - but doesn’t the IRS have some very stiff penalties for preparers that knowingly prepare false tax returns?

I guess her defense is going to be, “Sorry I missed that one – yes Mr. IRS AGENT - every year …. and I really don’t audit the books or anything … I just do Bob …. I mean I just do what Bob tell me to do.”

Patrick you sure have opened people’s eyes even the most steadfast supporter of Bob Holden and the JPCA has to wonder what is going on.

I bet when you look further you will find Civic money spent to renovate his home.

You may also find Civic money going to his best friend who is a member of the board.

Who knows what you will find when you go to the Juniper Park Conservancy and the Midville Dodgers or did Bob "forget" to file those.

Wait till Flora Gannon gets the call by those in an official capacity to explain the JPCA finances. I believe she will tell the truth but where will that leave Bob?

The Queens Crap is now attacking Congressman Joe Crowley for supporting Mayor Bloomberg's Manhattan Congestion Pricing Plan. Guess this is the thanks you get, Congressman, for changing Holden's zip code to 11379 so his house is listed as a Middle Village property and increases it's resale value. Welcome to the Holden world of "what have you done for me lately that financially benifits me". Maybe now you can use your connections to alert someone in the IRS to review and audit the JPCA tax returns, along with the Midville Dodgers and the Juniper Park Conservancy. While you're at it, have them throw his personal returns into the mix just as a way of saying "thank you" to him.

Watch out Councilman Tony Avella--the JPCA executive board just voted you their Man of the Year.

Historically the JPCA Man of the Year award is their Kiss of Death--a high probablility that the irrational JPCA executive board will go to war against you within a year's time.

Witness past JPCA award winners Gallagher and Benepe, who shortly thereafter were public enemy number one with Bobby H. and his merry band of sycophants who claim to represent Middle Village.

Says a lot about the JPCA exective board and their sense of judgement. Man of the Year one month, persona non grata the next.
