YES, I'LL TELL YOU WHY HE'S NOT A JUDGE. BOTH OGNIBENE AND DENNIS GALLAGHER WERE CAUGHT ON WIRETAPS GETTING PAID OFF WITH GIFTS IN A CROOKED BUILDING SCAM. BOTH SHOULD HAVE BEEN INDICTED. SO OGNIBENE COULD NOT BE MADE A JUDGE AND GALLAGHER WENT ON TO BIGGER AND BETTER THINGS LIKE SEXUALLY ASSAULTING GRANDMOTHERS.
